Council members emphasized that communications should lead with the reassurance that "we do have water" for homes and fire protection while explaining what actions visitors and property managers should avoid, such as irrigation and washing vehicles. Staff said property owners will be the primary compliance contact and that the village has citation authority for violations under Level 2.
