The council approved a task order authorizing a $350,000 study — funded from the stormwater fund — to identify locations in the extraterritorial jurisdiction and the city where regional detention facilities could replace numerous small on‑site detention ponds used in new developments. Patrick Ferrick, the staff presenter, told council the study would run about nine months and use existing topographic data to map natural drainage flows and potential detention sites.
Ferrick said regional detention would reduce the number of small, privately constructed ponds that consume developable lots and impose long‑term maintenance burdens. He told council the study was intended as a planning tool to guide future regulations and grant applications, not to remove developers’ current obligation to submit drainage studies. "This is the first step to identify where are those places for regional detention," Ferrick said. After public discussion on permitting and whether the city can require developers to connect to regional detention, council approved the item 6‑1.
