Council authorizes rejection of fire accessory structure proposals; chief clarifies needed bays

After bids for a design-build accessory structure for Lucas Fire came in higher than budgeted, the council authorized the city manager to reject the proposals so staff can revise the scope and re-solicit.
Fire Chief Ted Stevens told the council the proposals had treated the third bay as a full training room; the department instead needs roughly "2.5 bays for apparatus storage and a part of 0.5 of a bay for these training props," not an oversized training bay. Chief Stevens said the revised scope will focus on needed apparatus bays, storage and a small area for training props rather than a full training room.
Staff indicated some conditioned storage and nonessential features could be reduced or removed to bring costs down before returning to bid. Council made the approval to reject the current proposals by motion and voice vote and instructed staff to proceed with revised specifications and a new solicitation.
