Sheriff and commissioners clash over transparency, allocation of SB 22 funds
Summary
The sheriff and department representatives pressed court staff for clearer accounting of Senate Bill 22 funds (total $793,594.75), saying departments lack visibility into remaining balances; court staff said SB 22 funding is allocated to salaries as directed and that administrative streamlining explains how the state submissions appear.

A sustained exchange at the Polk County special session focused on transparency and allocation of Senate Bill 22 (SB 22) funding for public-safety personnel.
Chair (S2) opened the summary of SB 22 by listing the allocations: "$500,000 to the sheriff's office, $275,000 to the district attorney's office, and $18,594.75 for constables," for a total the Chair described as $793,594.75. Multiple speakers representing the sheriff's office (S6) and other departments pressed staff for clearer information on how much SB 22 money remained for equipment and salaries.
The sheriff (S6) said departments "don't have a clue" what is being done with SB 22 funds and asked for a simple spreadsheet or liaison updates so they know what money is available before returning to the court for supplemental requests. In response, Carrie (S5), the county liaison/finance staff member, said the SB 22 allocations have been routed into salaries as originally requested and that administrative streamlining — consolidating many eligible positions into a smaller set of fully funded positions for reporting — made the paperwork simpler for state reporting.
The exchange clarified that first-year flexibility allowed some equipment purchases, but ongoing SB 22 budgets have been rolled into recurring salary lines so the county would not need to return funds to the state. However, several department representatives asked to be included proactively in changes affecting their employees' pay or allocation of SB 22 funds going forward.
