Council rezones 7.96-acre Southview tract from R2 to commercial business

The Lucas City Council voted to rezone a roughly 7.96-acre tract at 1820 Southview Drive from R2 (two-acre residential) to CB (commercial business) and to amend the comprehensive plan to allow the change.
Sarah Scott, representing property owner Rutledge Haggard, described the family's local history and presented an updated concept plan that preserves buffers to adjacent single-family lots and provides green space and potential retail uses at the Osage and Southview corner. "Right now we just need to rezone the property so that he can start talking to potential tenants that could be a fit here," Scott said.
Staff noted the Planning & Zoning Commission recommended denial on the basis of strict adherence to the comprehensive plan, but several council members said surrounding commercial development and planned road expansions make the site a reasonable candidate for commercial zoning. A nearby property owner, William Mark Robinson, spoke during public comment to ask about the long-term vision and said he had no strong objection.
Councilmember [mover] moved to approve the rezoning and an amendment to the comprehensive plan; the motion was seconded and carried by unanimous voice vote.
