Rockleigh council urges legislature to reject S-1836, cites local planning concerns

On July 6 the Borough of Rockleigh adopted Resolution 2026-56 urging the state legislature to defeat S-1836 and related bills, which the resolution says would preempt municipal master plans and bypass local planning processes. The resolution states that S-1836 would permit increased density and height without regard to local infrastructure or community review and criticizes a 20% affordable-unit threshold paired with 80% market-rate units as undermining local planning efforts.
Councilwoman Antine asked members to also oppose S-1766 and S-1786; Borough Attorney Robert T. Regan provided a synopsis of the bills. The council voted to adopt the resolution and to forward copies to Senator Schepisi, Assemblymember Auth, Assemblymember Azzariti, Governor Mikie Sherrill, and the New Jersey State League of Municipalities.
The resolution reflects a policy position by the borough's governing body rather than an adjudication; it requests that state lawmakers preserve municipal autonomy over land-use planning.
