Mayor Dave Kaup presided as the Village of Fort Recovery Council on July 20, 2026, and the council unanimously adopted Ordinance 2026-05, "setting forth the services the village will provide to annexed territory, and declaring an emergency." Scott Pearson moved to suspend the rules; Greg Schmitz seconded and the roll-call vote was unanimous. Pearson then moved to pass the ordinance, seconded by Shawn Thobe, and the council again voted unanimously by roll call to adopt the measure.
The ordinance defines the municipal services that will be extended to areas annexed into the village; council passed the measure as an emergency ordinance so its provisions take effect immediately. The adoption came after routine department reports and follows council discussion of pending annexations elsewhere on the agenda. The clerk presented the adoption and the vote was recorded by roll call.
