Rockleigh adopts higher zoning fines in amended zoning code

The Mayor and Council of the Borough of Rockleigh adopted Ordinance 2026-7 on July 6, 2026, adding §34-31.1 to the borough zoning code to increase per-day penalties for zoning violations. Mayor James Pontone read the ordinance title and the council voted to adopt after brief discussion about past enforcement and warning-letter practices.
The ordinance sets fines at $500 for a first offense, $1,000 for a second offense, and $1,500 for a third and each subsequent offense. Borough Attorney Robert T. Regan noted that “warning letters can be issued prior to summons at the discretion of the Construction Code Official,” and council members said the previous general penalty provision had been too low to encourage compliance. Councilwoman Antine moved to adopt the ordinance and Councilman Hansen seconded; the roll call showed AYES from Cumiskey, Hansen, Bresnak, Antine and Altman (Councilman Mender was absent). The motion passed.
The ordinance text includes standard severability and effective-date provisions. The council recorded for the minutes that no members of the public were present to comment at the hearing.
