Miss Hendricks, presenting draft 2, described multiple reallocations: "Based on year end savings in the Office of Law, the Office of Human Resources Management, the Office of Homeland Security, $2,000,000 is requested to be reallocated collectively from those agencies to the police department to offset overages due to police retirement fringe expenses. Additionally, due to savings within the Department of Corrections, $5,800,000 is requested to be reallocated to the fire EMS department to offset overages in the fire department retirement fringe expenses." She also identified other changes in draft 2: a $36,200 increase for the Board of License Commissioners, an addition of $123,500 for the Office of the State's Attorney related to fringe costs, and adjustments to the Office of Human Resources Management savings figures.
Members asked detailed questions about modeling and which costs are included in agency fringe benefits versus nondepartmental accounts. After discussion and a motion, the committee voted 5-0 to move draft 2 favorable as amended. Staff noted the total general fund appropriation does not change; these actions reallocate existing appropriation authority to facilitate year-end closeout.
