Sponsor Mister Nonoga summarized the bill's intent to prohibit vehicle abandonment and increase fines and penalties, saying the measure would increase fines from $50 to a higher range and boost towing-license penalties. "If enacted would create a prohibition of abandoning vehicles within the county and increase fines and penalties for those that abandoned vehicles," he said during his overview. Committee members discussed adopting the administration's recommended tiered fine approach, shifting the tow-company revocation language into the revocation section, and whether the county should consider owning tow trucks. After agreement on amendments to increase the towing-license penalty (discussed to be raised to $5,000) and to adopt a tiered structure for abandonment fees, the committee voted 5-0 to move the bill favorable as amended.
Members asked staff to coordinate enforcement details and to provide comparisons with other jurisdictions that operate county-owned towing services. The measure will proceed to the next council stage with the approved amendments.
