MDOT says Bowie State, Odenton are near‑term TOD opportunities but parking financing is a bottleneck

MDOT presenter Zidane said Bowie State is an immediate near‑term TOD opportunity because state land sits adjacent to a substantial amount of county land that could support university expansion and housing. He said MDOT owns roughly six acres at Bowie State and that site constraints (electrical wires bisecting MDOT property) limit developable pads.
"Part of the state owned land is relatively constrained because of the electrical wires that bifurcate our site," Zidane said, noting MDOT could provide parking and infrastructure to catalyze development and support university growth. He identified building a parking garage as a key first step that requires funding and said MDOT is pursuing grants and an MOU with the county revenue authority and Bowie State.
On Odenton, Zidane said MDOT plans an RFQ for developer solicitation that could be issued this month or pushed to November, and that Odenton already has a county‑funded garage underway that could enable adjacent development. MDOT also said it recently signed an MOU with the Maryland Department of Housing and Community Development (DHCD) to prioritize DHCD investments at TOD sites.
