MDOT's presentation singled out Seabrook as a site with catalytic potential but also significant constraints. Presenter Zidane said the site includes many smaller parcels and limited state holdings—about four acres directly—so any impactful development would require land assembly and coordination with surrounding property owners.
"There are significant smaller parcels on the site... doing land assemblages is gonna be really important," Zidane said, adding that the nearby shopping center and stadium could be ancillary catalytic sites. He warned that structured parking is a major cost driver: "structured parking can be very expensive," and accommodating transit riders while enabling development will require careful financial planning and potential public support.
MDOT recommended identifying early connectivity improvements—pedestrian and multimodal access—that can be implemented before larger development to increase market readiness. The agency said it will pursue community engagement and county partnerships as the next steps.
