Engineers tell Lucas commission drainage study shows no increase to floodplain

Engineers for the proposed development told the Lucas City Council the applicant's hydraulic analysis shows the project will not increase water-surface elevations in the adjacent floodplain and will not create downstream adverse effects.
"The study that we provided, it shows that there's no, increase in water surface elevation to the floodplain, and there's no downstream adverse effects," said Ryan Sextru, a licensed professional engineer with Westwood Engineering, when asked about the H&H analysis submitted with the preliminary plat application. Sextru also said the study indicates no detention ponds are required for the site.
Staff and commission members emphasized the site's complexity. Mr. Childress said the city retained two consultants—JTG Engineering and Cardinal Strategies—to review plans in addition to the applicant's engineer because "this is a very challenging subdivision from a drainage standpoint." The independent reviews and the applicant's submitted H&H analysis were cited by staff in support of moving the plat forward.
