Lucas City Council approves preliminary plat for 'wild wildflower states' subdivision

The Lucas City Council voted 4-0 to approve a preliminary plat submitted by JW Partners on behalf of Griffin Lewis McKay McKay Hill and Gillis for a tract described in the record as part of "wild wildflower states." The motion, made by a council member and seconded, included a condition from the chair that the preliminary plat be approved with no variances.
Ryan Sextru, a licensed professional engineer with Westwood Engineering, told the commission the project's drainage plan routes runoff south and then east through an allocated drainage easement and discharges to the existing floodplain. "The study that we provided, it shows that there's no, increase in water surface elevation to the floodplain, and there's no downstream adverse effects," Sextru said when asked about the submitted hydraulic analysis.
Commission members pressed the applicant and staff on details before voting. Mr. Childress, speaking for staff, said the site was unusually challenging from a drainage standpoint and that the city had both JTG Engineering and Cardinal Strategies review the plans in addition to the applicant's engineer. After the discussion, the chair called for the vote; the commission approved the motion and the record shows "Motion carries by a vote of 4 to 0."
