City Manager Michael Johnson informed council that the Jefferson-Belmont Regional Solid Waste Authority's JB Green Team is seeking a council ordinance to adopt a budget amendment designating $4 million to acquire two 'super recycling' sites — one in Jefferson County and one in Belmont County — to expand recycling capacity. Johnson said the authority conducted Phase I studies and is pursuing a Phase II for the Jefferson County site and that the amendment is time-sensitive due to a 60-day ratification period running to Aug. 24.
