Council adopts ordinance authorizing city manager to lead John Scott Highway sewer relocation project

Steubenville City Council on July 28 unanimously adopted Ordinance No. 2026-66 authorizing the city manager to execute the project agreement for the John Scott Highway sanitary sewer relocation (City Project No. 2025-145) and to perform construction administration, inspection, emergency bidding and contracting duties.
Mayor Ralph Petrella declared, “Ordinance No. 2026-66 is duly adopted,” after Mr. Walker called the question and council approved the measure by roll call. The ordinance grants the city manager authority to enter contracts with the lowest, most qualified bidder and to reject or rebid as required under Ohio Revised Code procedures; it was declared an emergency and will take effect once signed by the mayor.
