Council approves beach use for Special Olympics 'duck pluck' fundraiser on Oct. 7

Nicole Bakoviak, treasurer for Special Olympics Indiana—Lake County, told the council the county program now serves more than 300 athletes and sought permission to use the town beach and pavilion for a Knights of Columbus–sponsored duck-pluck fundraiser on Oct. 7, 2026.
Bakoviak described a plan to start with 1,000 numbered rubber ducks sold at $10 each and said the Knights of Columbus would sponsor the gaming license. She told the council, “We now have over 300 athletes in Lake County who are participating in Special Olympics,” and emphasized fundraising is needed so athletes do not pay to participate.
Council members asked logistical questions about DNR permitting for putting ducks in the lake and whether pavilion/donation approval would proceed through Parks; staff said the parks department will consider the pavilion donation on its agenda and that the event cannot be advertised until the Knights obtain their gaming license. The council approved beach use by roll call, 6–0.
The event remains contingent on the Knights’ gaming license and required DNR approvals for the actual lake activity. Staff will coordinate with Parks and the fire chief on safety and containment measures for the ducks.
