The Village of Jacksonville Council suspended the rules and read by title then adopted two emergency measures on June 24: Resolution 2026-10 and Resolution 2026-11, each recorded as a "Resolution of Necessity." Councilperson Leonard "Butch" Chapman moved to suspend the rules and read Resolution 2026-10 by title only, and the motion was seconded and passed; the Council then moved to adopt the resolution. The same process was repeated for Resolution 2026-11, and both resolutions were adopted by recorded vote.
Later in the meeting the Council voted to enter executive session under Ohio Revised Code section 121.22(G)(1) to discuss employee compensation with the Fiscal Officer present. The meeting was suspended for executive session at 7:56 PM and reconvened at 8:09 PM; the minutes state explicitly that no decisions were made as a result of that executive session.
