Plevna clerk outlines FY25/26 budget changes, flags unfinished lagoon repairs

At a preliminary budget hearing on Sept. 4, 2025, Plevna Clerk/Treasurer Ashley Bondell told the town council the "biggest changes to the budget from last year would be a lot of object line increases to account for inflations and cost increases." Bondell said those increases, along with rising property values, have pushed several line items upward and prompted an internal re-coding of mayor-and-council allocations.
Bondell said the town is now "closer to 50% for budgeted cash reserves," and, as a result, the coding for Council and Mayor allocations will return to a 25% charge out of each fund — General, Water, Sewer and Garbage. She also reported a continued balance in the sewer repairs-and-maintenance account tied to an incomplete lagoon project and said the draft budget adds "Object 205" under Water to provide a fuel allowance for water-department operations. The clerk did not provide a dollar amount for the fuel allowance or a projected completion date for the lagoon project.
The hearing record shows no public comments were made on the budget. Council members asked no recorded follow-up questions during the preliminary hearing and took no additional actions on the budget draft at the meeting. The council noted the next regular meeting is scheduled for Oct. 14, 2025, where further business will be handled.
