Bondell noted the council may raise rates up to 5% without holding a public meeting and said, “5% is less than $5,” when discussing the immediate magnitude of an incremental increase. Council discussion led to a decision to draft a resolution for next month that would raise rates by 5% each year for five years and return for council action.
