Summary

Budget staff asked the council for direction on a set of items in Budget Amendment No. 4. The administration requested a straw poll to proceed with a time-sensitive procurement for a proposed pedestrian bridge over the Surplus Canal at Glendale Golf Course (approximate construction authorization $250,000) to take advantage of an Army Corps regulatory update that would lower construction costs if contracts are executed before March 15. Council members agreed to a straw poll to authorize initiating procurement this week.
Staff also proposed using $500,000 of unallocated bond interest for phased repairs to the Fisher Mansion (skylight work, plaster, sandstone restoration, windows and doors) and discussed reserving an additional $100,000 for exhibit curation to display city artifacts. On Open Streets, administration proposed rescoping $400,000 in ongoing funding toward downtown event activations for this year (Downtown Alliance events, watch parties, America250 activities) but said this would be a one-year departure and that future activation approaches would be reconsidered given major events on the calendar. Council asked for additional cost estimates and community engagement plans before final action.
