Council backs pursuing Safe Streets planning and demonstration grants to tackle pedestrian safety

Victoria presented the proposed application for Safe Streets and Roads grants administered through NCTCOG to fund a city Safety Action Plan and a demonstration grant to test temporary roadway treatments. She said the plan would document pedestrian‑safety issues, convene stakeholders, and identify demonstration projects such as crosswalk visibility enhancements, temporary speed cushions, pedestrian beacons and possible temporary street closures to test a Lee Street road diet.
Victoria said the consultant would help prepare grant narratives, mapping and budgets and would work with stakeholders and America Walks to bolster community engagement. She noted the county and district crash data indicating Greenville's corridors (including U.S. 34, I‑30 and Lee Street) had concentrated fatalities and serious injuries and said the city is well positioned to compete for planning and demonstration funds. Council approved the resolution authorizing consultant engagement and pursuit of grant funds; staff indicated a typical match could be 20% but that credits or existing work may reduce the local match requirement.
Council members asked about project scope and potential follow‑on funding for Safe Routes to School and lighting improvements; staff said those avenues would be part of the plan if the action plan and demonstration grant are pursued successfully.
