Deanna presented the commission's proposed fiscal year 2026 budget request and outlined the department's priorities, saying: "Our total budget was $138,468,800. This includes $8,000,000 in property tax deferral funds." She described the deferral program as similar to a circuit breaker to help those struggling to pay property tax, noted the counties' optional participation as of Jan. 1 and that county participation will become mandatory going forward.
Deanna said the commission is requesting additional funds to relocate the Ogden DMV because the leased building is deteriorating and to support a cloud-based call center, a customer experience initiative, motor-vehicle software maintenance, and restricted license-plate and electronic payment accounts. She also noted a statutorily mandated motor-vehicle fee tied to the consumer price index will increase from $1.87 to $1.95 per transaction.
Commissioner Pritzker moved to submit the proposed FY2026 budget to the governor's office for consideration; the motion was placed on a roll call vote and passed. Chair Valentine said the budget package will be forwarded to the governor's office.
The presentation included a request for continued authority to use non-lapsing balances for protecting and improving state tax and motor vehicle systems and for costs related to fraud protection, identity security, and litigation.
