Hearing Examiner Gary McLean told staff and the applicant he would craft precise conditions to ensure the project’s entry features and facades deliver the pedestrian-oriented character the city expects. "I'm gonna be looking at entry prominence, pedestrian scale, and facade articulation," McLean said when addressing architectural refinement and condition No. 4.
Ashley Weller, assistant city planner, said the condition was intended to give the city leverage if the project is sold, so a future builder cannot depart from the Olheva/Northwest Lodge design objectives without undergoing design review. Applicant representative Jim Loughlin said the submitted drawings are conceptual and refinements occur at the building-permit stage; he also offered potential design moves, saying, "We could bring the entry forward," as one way to reduce the visual dominance of front‑loaded garages.
Both staff and the examiner emphasized that the conditions should be specific rather than stylistic, focusing on measurable elements (entry prominence, porch or covered entries, modulation and facade articulation) so permit-stage plans must demonstrate compliance regardless of the eventual builder.
