Finance Director Alina Bell presented revisions to the county purchasing, contracting and credit-card policy and asked the board to approve the updated document. Major changes included increasing the county capitalization threshold to $10,000, adding a public-auction purchase section, clarifying ethics in purchasing, including emergency purchases language, and listing unallowable expenses such as personal purchases, alcohol, and department parties.
Commissioners and the county attorney identified several items that needed tighter language, including insurance limits for lease agreements and provisions that appeared to authorize the county manager to buy or lease real property without separate BOCC approval. The board directed staff to strike problematic lease/insurance paragraphs and refine the list of manager delegated authorities; nonetheless, the board voted to approve the policy "as presented" with the agreed corrections and to return the policy to committee for additional wordsmithing prior to final resolution.
Commissioners emphasized that grant-funded purchases that might otherwise be unallowable should be handled through BOCC authorization on a case-by-case basis. Staff said the policy changes would be incorporated into a clean copy for a forthcoming resolution.
