Council transmits first reading of Keystone Heights comprehensive plan update

The Keystone Heights City Council conducted a transmittal hearing and first reading for the comprehensive plan update (Ordinance 2026-619) and voted to transmit the proposed amendments to Florida Commerce and other state review agencies.

"This is actually the we call our transmittal hearing, and we are combining our transmittal hearing and our 1st reading the ordinance because the comprehensive plan has to be adopted by ordinance," said Janice Fleet, the planning representative presenting the updates. Fleet told council that planning staff and the planning and zoning board had vetted most changes and that state review comments had been mostly addressed.

Fleet told council the work was funded in part by a Florida Commerce grant and that the plan will be sent to roughly eight state agencies for review. Council opened the public hearing, received no public testimony on the amendment, and approved a motion to transmit the amendments for the statutorily required review period.

Council members raised technical and formatting edits—spelling, ambiguous acronyms, page numbering and a table with an expired permit date—that staff said they would correct before the final adoption process. Council asked staff to produce a clean copy following state comment and transmittal.

The council’s motion was to approve and transmit the proposed comprehensive plan amendments; the item will return for a final adoption hearing after agency review and any required advertising.
