County approves Programmatic Agreement with Ohio SHPO to streamline review of HUD‑funded projects

The Board of Commissioners voted March 27 to adopt a Programmatic Agreement with the Ohio State Historic Preservation Office (SHPO) that sets procedures for historic‑preservation review of projects funded with U.S. Department of Housing and Urban Development (HUD) resources under 24 CFR Part 58.
The agreement assigns roles and documentation standards, establishes exempt activities, and streamlines consultation protocols so the county can perform environmental reviews and decision‑making that HUD would otherwise do under NEPA and related federal authorities. The board resolution authorizes the president of the board, the county administrator or deputy administrator to execute the agreement and directs the Lorain County Community Development Department to implement its provisions.
Commissioner Moore said the agreement is necessary for continued administration of HUD programs, and the resolution was adopted unanimously.
