Resident proposes ballot items including residency rule, council pay increases

Anthony Lewis used public comment to submit a set of proposed charter changes and to urge the committee to move quickly if the items are to reach the ballot. Lewis recommended adding an agenda item for reading minutes, creating a historic‑preservation commission, clarifying residency eligibility for commissioners and staff, and increasing elected official compensation to specified levels.
"The city council should be paid, $55,000 for the council member a year, $75,000 for the mayor a year to start with," Lewis said. He also told the committee that the municipal code currently allows employees to live up to five miles outside city limits, and he urged coherence between that practice and commissioner residency rules.
Lewis asked that the committee or council act in time to meet an Aug. 7 registrar deadline if members wanted to put a measure on the ballot this cycle. The committee did not vote on his proposals during the meeting; Lewis indicated he would lobby the council and pursue timing options.
