Commission grants Summit County extra time to decide 2024 BOE appeals
Summary
The Utah State Tax Commission approved a Summit County Board of Equalization request to extend the statutory appeal-decision deadline for appeals received by Sept. 15, 2024 to April 30, 2025, citing a large volume of 2024 appeals that county staff could not process within 60 days.

The commission considered a written request from the Summit County Board of Equalization asking to extend the deadline set by state statute for deciding appeals filed by the Sept. 15, 2024 application deadline. Frank Hale, Senior Director of Tax and Revenue for the Utah State Tax Commission, summarized the county's request and statutory context: “The commission received a written request from the Summit County Board of Equalization to extend the time period set by Utah code annotated 59-2-1004(7)(c) to make a decision on appeals received by the application deadline,” he said.
Hale explained Summit County was unable to process the volume of 2024 appeals within the 60-day window after receipt and asked the commission to extend the filing-decision deadline to April 30, 2025. The commission placed the motion and took a roll-call vote. Commissioners indicated their votes in sequence—Commissioner Craighead, Commissioner Fresquez and Commissioner Valentine each voiced “aye”—and the chair announced the motion passed unanimously.
The extension changes the statutory timeline for Summit County only for appeals received by the stated application deadline, as explained on the record. The commission noted the action formalizes what often had been handled administratively to ensure the extension is recorded in a public meeting and supported by the required quorum.
