Commissioner Rebecca Rockwell explained that R884-24P-33 (personal property valuation guides and schedules) authorizes the Commission to define classes of items considered personal property and provide percent-good schedules used by county assessors. Rockwell said the proposed amendment modifies the percent-good tables for the 2025 calendar year and that staff discovered the statute did not permit changing classes, prompting reinstatement of Class 24; she moved adoption and the Commission approved the rule unanimously. "This proposed rule amendment modifies the percent good tables for the 2025 calendar year," Rockwell said.
Rockwell told the Commission that any deviation affecting an entire class of property requires a written report to the Commission for approval prior to use and that the Office of Administrative Rules prepared language reinstating Class 24 while treating other changes as already made. The vote was unanimous on roll call.
