Tax Commission adopts rule allowing fully remote commission meetings

The Utah State Tax Commission on Nov. 21 adopted an amendment to R861-1A-43 that permits a public commission meeting to be held when all commissioners attend remotely and specifies how a quorum is determined under House Bill 36 of the 2024 general session. Commissioner Rebecca Rockwell told the Commission the rule had been published in the Utah State Bulletin and that the public comment period produced no submissions: "The following rules were published in the Utah State Bulletin on 10/15/2024, and the public comment period ended on 11/14/2024. We did not receive any public comments on these rules."
The amendment responds to recent changes in state law and standardizes procedures for meetings where every commissioner connects electronically. Rockwell formally moved adoption and the Commission approved the motion by unanimous vote during a roll call that recorded support from Commissioners Craighead, Rockwell, Fresquez and Chair Johnna Valentine. The change takes effect as an administrative rule following the commission's final action.
