Board approves IGA with Larimer County for child‑care eligibility services

Deb Rutenberg, director of human services, asked commissioners to approve an intergovernmental agreement with Larimer County to provide eligibility services for the Colorado Child Care Assistance Program (CCAP) through June 30, 2027. The agreement is intended to address staffing shortages in CCAP eligibility work and keeps the county as the fiscal provider while Larimer performs eligibility determinations.
"The contract will not spend more than a $100,000 without prior approval," Rutenberg said, explaining the extension covers the next fiscal year so the county would not need a new agreement midyear. Commissioners approved the multi‑county approach and directed staff to stamp and sign the document after county attorney review.
Why it matters: the IGA allows the county to continue CCAP services for residents during staffing shortages by outsourcing eligibility determination while preserving local access points for families to drop off applications and supporting documents. The county requested authorization to finalize signatures outside the session after legal review.
