Council discusses reserves and $13M in matching funds as part of FY2026 financial review

A councilor asked, "What's our percentage again that we keep we hold back?" Finance staff replied with figures referenced in the meeting — including '0.167' and a cited minimum of '1/12' for the general fund — and said the village maintains additional internal holdbacks beyond the minimum. The finance presenter emphasized reserves are for "rainy days" and for meeting certain grant-required reserve thresholds.
The presiding official told the council the village is preparing to spend about $13,000,000 in matching funds for projects currently in engineering and said there may be roughly double that amount in further project funding, creating near-term pressure on reserves. Councilors and staff acknowledged that while the DFA-format report shows the ending cash position, the general ledger presentation differs.
No changes to reserve policy or new spending authorizations were made at the meeting; instead the council adopted the final DFA (.25) financial report by resolution and directed staff to submit the report to the Local Government Division of the New Mexico Department of Finance and Administration.
