Ruidoso council adopts Resolution 2026-161 approving final DFA (.25) financial report for FY 2026

The Village of Ruidoso council on Aug. 4 adopted Resolution 2026-161, approving the final DFA (.25) financial report for the fiscal year ending June 30, 2026, and authorizing submission of the report to the Local Government Division of the New Mexico Department of Finance and Administration.

During a brief presentation, the finance director told the council, "Our ending cash balance for fiscal year 20 26 was 58,000,000, 47,327, and that does include all of our investments at fair market value." The director explained the DFA-format report differs from the village general ledger and noted investments are reported at fair market value for the DFA submission.

Council discussion focused on reserve policy and upcoming capital spending. One councilor asked about the percentage the village holds back as a reserve; staff and councilors referenced a required minimum (described in the meeting as "1/12") and additional internal holdbacks discussed as practice. The presiding official said the village expects to spend about $13,000,000 in matching funds for engineering projects coming online and indicated additional project spending could be roughly double that amount, which will draw on reserves.

After the presentation the presiding official asked for a motion. A councilor moved to adopt the resolution, and the motion was seconded. The clerk conducted a roll-call vote: Councilor Corey — Aye; Councilor Letterman — Aye; Councilor Brophy — Aye; Councilor Salas — Aye; Counselor ****** — Aye; Councilor Sanchez — Aye. The motion passed with all recorded votes in favor.

The resolution authorizes the submission of the final DFA (.25) financial report for FY 2026 to the Local Government Division of the New Mexico Department of Finance and Administration. The council adjourned following the vote.
