Neighbors press council for truck routing fixes, dust control and a street sweeper

Barry Tissant, who lives adjacent to the project site, told the council large dump trucks and other construction traffic are using a single entrance and starting early in the morning — he asked whether the start time could be moved from 6 a.m. "Would you guys like to have that going on at your house at 06:00 in the morning?" he asked, and urged the council to require the developer to pay for or provide a street sweeper to clean road debris.
Council members and the developer's liaison discussed efforts to reroute trucks and to avoid repeated use of a single approach. The liaison said crews were "trying to reroute it" and that staff would follow up. The council also reminded the public that the city's noise ordinance restricts noisy activity to after 6 a.m. on weekdays, which allows construction to begin at that time; council members said they would raise start-time concerns with the contractor and MoDOT if work affected state right-of-way.
Residents requested the city consider short-term measures such as placing portable trash cans near park parking areas and scheduling staff pickup after busy weekends to reduce litter from events. Staff said they would evaluate selected entry points for trash cans and check the site after peak-use periods.
