Builder asks council for clarity after radon test required at final inspection

Jessica Donovan, a downtown business owner who also manages residential construction projects, told the council that during a final inspection for one of her new homes a radon test was required before a certificate of occupancy could be issued. Donovan said she could not determine whether the requirement is new code, a changed enforcement policy, or an interpretation applied inconsistently; she asked the council to clarify the authority and communication process for builders.
Mayor Gilbert asked administration to follow up, hand Donovan a staff contact card and ensure that building and code staff respond the next day. The deputy administrator agreed to provide contact information and follow-up on the policy source and effective date.
