City finance staff walked council through recent changes to the tentative budget. The presentation highlighted a small increase to the communications budget to fund a full-time communities-that-care position, reductions in some software subscriptions and an adjustment to capital transfers. Staff also proposed removing two capital items (Vineyard Wetlands and Tucker Row Park design/construction) from the immediate budget, noting that doing so would affect grant-eligible items linked to those projects.
"We added a little bit to the communications department — there's about, 19,000 ish there," the budget presenter said, describing an effort to fund a full-time position while offsetting costs through grants and by canceling or postponing other items. Council members asked staff to provide a prioritized list of projects (certainty/probability bands) for the final budget and emphasized transparent, staged releases of updated budget drafts as figures evolve.
