San Mateo County Office of Education presents $117 million proposed budget; Board hears pension and liability details

Deputy Superintendent Kevin Bultema told the Board the County Office’s proposed 2025–26 budget shows total expenditures that tie to $117 million and includes projected Fund 17 interest revenue of $2.4 million to be transferred into the general fund.
Bultema explained the County Office is part of the San Mateo County Schools Insurance Group (SMCSIG) JPA for liability coverage and that the Office carries self‑insurance covering approximately the first $250,000 of liability exposure before higher‑level insurance is purchased in the marketplace. He also summarized retirement cost structures: "STRS costs 19.1% and PERS costs 27.05% of salaries," he said, and noted employee contributions (teachers 8.25%, classified staff roughly 7%).
Board members probed financial categorization differences across budget pages and asked about early learning funding increases in Fund 12 and how classification and compensation study increases will be funded. Bultema said Fund 17 interest will be used to help cover study costs and that implementation is expected to unfold over two to three years. Board members also discussed that countywide ADA figures exclude charter schools and that including charter ADA would bring the total close to 78,000.
The Board opened a public hearing on the proposed budget but received no public comment and closed the hearing.
