Construction adviser: RDA not intended to underwrite full remediation costs

Kim Cornelius, the RDA's construction-management adviser, told the board she reviewed the 2011 RDA resolution and highlighted the agency's intended limits on remediation funding. "It is not the intent of the agency to fund the full cost of the remediation, but rather to assist with remediation in areas where remediation may be cost prohibitive," she said, citing section 6 of the 2011 resolution as guidance.
Kim and Keith said they will co-team on reviewing past reimbursements and ensuring the RDA does not foot costs that developers knew were their responsibility. The board asked staff to make available past contracts and bonding records so advisers can audit when city money was used and whether those uses matched the original RDA intent. No changes to policy were adopted at this meeting; advisers will present findings after document review.
