PSC recertifies multiple carriers as ETCs and approves SpectraTel/AirSpring transfer contingent on FCC approval

Commission staff reported that multiple carriers timely filed their annual FCC Form 481 and supporting certifications demonstrating that federal high-cost support was used and will be used only for eligible purposes. The commission approved recertification of Cellular South (a C Spire subsidiary) and multiple other carriers for the 2027 universal service program year after staff review.

On a separate telecom item staff presented a petition seeking approval for the transfer of control of SpectraTel South and AirSpring to Spectrum Aggregator LP, an entity managed by Charlesbank (with Gramercy Management retaining a minority interest). Staff said the parties have a companion petition before the FCC and recommended approving the transfer contingent on FCC approval. “The staff has reviewed the filing, finds it to be in proper order, and recommends the commission approve the transfer of control as requested in the petition contingent on receiving the FCC approval,” Mister Jones said. The commission approved the transfer on that contingency by voice vote.

The petitioners stated there would be no interruption to service and no changes to rates, terms, or conditions for customers. The commission’s approval explicitly noted the pending FCC action and the staff recommendation as the basis for the contingent authorization.
