The Vineyard Redevelopment Agency introduced its newly onboarded advisers and assigned them scopes of work, including financial review, construction management and environmental assessment. Chair opened the meeting by asking advisers to come forward and outlined the agenda for adviser work.
Keith Vincent, the financial adviser, said his focus will be on the agency's financial records and related contracts and requested the RDA's historic contracts and check records for audit and reconciliation. "My area that I'm gonna be concentrating on are the financial aspects," Keith Vincent said. Board members confirmed staff will provide documents and bonding histories to create a shared document library.
Advisers were asked to submit monthly written reports with their invoices so the board can track activity and hours. As one council member summarized, the advisers will begin assembling a library of materials and creating a visual timeline of the RDA's history and current status to determine whether projects still match the original intent of the 2011 RDA resolution. The board did not take any formal votes at this meeting; staff said the advisers will invoice monthly and attach brief written activity reports to those invoices.
