Derr said Frank Powell, director of parks, will be the project manager and Darla Coates will handle finances; she noted that spending cannot begin before Sept. 1 and that the grant includes strategic communications and delivery logistics for equipment and outreach. Council members thanked her and asked staff to coordinate next steps and site preparations.
