County officials outline supervisory review for consent searches; lieutenants, commanders and internal affairs to be involved

Department officials told the committee supervisory review of granted consent-search transactions will start at the lieutenant level, with commanders or higher stepping in when issues are flagged. Assistant Chief Frank described the chain of command and the review workflow, saying, "The lieutenants are the 1st are the 1st line that reviews it." He said commanders and the chief will sign off where needed and that internal affairs may become involved for alleged policy violations.
Council members asked how declines would be handled. Frank said the department currently prioritizes reviewing granted searches but that declines are still logged in the app and can be analyzed by policy-and-planning staff for patterns. Susan Farag and staff recommended the ACC publicly note patterns from complaints to inform future policy adjustments. Members suggested that clarity about which transactions are reviewed and how ACC and the public can access pattern information is critical to oversight.
