Council approves update to Sewer Master Plan, city to survey ~130 new manholes

Public Works Director Keith Despain explained that the original 2009 Sewer Master Plan—prepared through a regional effort—requires updating due to growth and system expansions. The proposed two-part update would fund surveying of roughly 130 new manholes within Vernal and updated hydraulic modeling and planning estimated at about $130,000 for the regional work.
Staff will apply to the Community Impact Board for a planning grant of up to $50,000; Vernal City's direct cost was estimated at approximately $40,000 based on a per-manhole surveying fee. Councilmembers noted the update was overdue and necessary for capacity planning; the Council approved moving forward with the update and noted the Sewer Management Board would manage contracting and data compilation.
