Council awards cemetery mowing contracts after competitive bid; staff to limit subcontracting

Staff presented results of a competitive bidding process for annual cemetery mowing services. Of five bidders, three submissions were incomplete; staff interviewed the two qualified bidders and recommended awarding East Mount Cemetery to Earthworks Services LLC and Forest Park to MakePeace Irrigation.
Brett, who led the procurement presentation, said the process included a detailed scoring matrix and required equipment and staffing lists. He acknowledged subcontracting is common in mowing contracts and told the council the city will include contract language requiring prior city approval and insurance documentation for any subcontractor. "If there is any subcontracts, we have to approve it first," Brett said.
A councilmember asked who would be financially responsible if a subcontractor failed to perform; Brett said the prime contractor (the contract holder) is responsible. The council voted unanimously to approve the recommended contract awards.
