Council advances annexation petition for roughly 105 acres from Oak National Development

City staff briefed the council on a petition from Oak National Development LLC (Altura Housing Group) seeking annexation of roughly 105–106 acres at the city's far western edge adjacent to the developer's phase‑1 property.
Daniel, the presenting staff member, said the petition starts a multi-step process under current annexation rules. If the council approves the resolution, staff will post newspaper notice, distribute required letters to affected jurisdictions (including the Catamounts Independent School District, county, the hospital district, Encore electric provider and affected volunteer fire district), and schedule a public hearing for Aug. 11. "Once all those things are done, this will go on to the next agenda as a new ordinance, and the ordinance can be voted on after there is a public hearing," Daniel said.
Daniel described the planned development as primarily 1‑acre lots on septic under an existing planned-development overlay; he estimated the development will include just over 90 lots (some up to ~2 acres) and noted that the city would provide most services while Encore would handle electric transmission. Council voted unanimously to proceed with the resolution to begin the annexation process and set the next steps.
