Staff said the models are meant to give the pilot a realistic scope: preapproved designs can reduce design time and cost and make the demonstration reproducible if the city wants to scale. Commissioners and builders discussed whether the plan sets would need redrawing for modular or panelized off‑site construction; staff said that is possible but the current sets are primarily site‑built in form.
