The Lockeford Community Services District Board on Jan. 8 approved Resolution 26‑01, establishing the district's methodology for imposing water and wastewater capacity charges on qualifying accessory dwelling units (ADUs). Eric Schmid, district manager and secretary, introduced the resolution and said it adopts a square‑footage‑based capacity charge proportional to the size of the primary residence.
Gavin, the district's legal counsel who phoned into the meeting, told the board he would need to research whether ADUs can be approved while the district is under a water moratorium but recommended adoption of the resolution. After discussion, Board Member Nina Chandler moved to approve Resolution 26‑01; Board Member Gary Gordon seconded, and the motion carried unanimously. The minutes record no dissenting votes.
