Pullman council rezones 700 Northeast California to neighborhood commercial; planners say site could house a small market

The Pullman City Council on Aug. 4 adopted Ordinance 26-12 to reclassify a roughly 15,980-square-foot property at 700 Northeast California from R-4 (high-density multifamily residential) to C-1 (neighborhood commercial limited) to allow retail on the ground floor and housing above.
Planning staffer RJ Lott told the council the site is well suited to neighborhood retail and that the planning commission unanimously recommended a limited C-1 zone. "The proposed ordinance involves property of approximately 16,000 square feet," Lott said, adding that the applicant intends to use the first floor as retail with residential above. Lott also told council members that the planning commission flagged a missing sidewalk on the Monroe Street side; the sidewalk requirement will be addressed during the site-plan review process.
Council members said the change could help reduce food-access gaps on College Hill by supporting a walkable market near a dense student population. The ordinance passed after voice vote; one council member recorded an abstention during the vote.
