Council to consider removing planner signature from subdivision plats to speed approvals

Staff told the council the city code currently requires the city planner, city engineer, city manager and city attorney to sign subdivision plats before recordation at Utah County, and recommended removing the planner signature because the city no longer has a planner.
"We were wanting to change the required signatures on a subdivision plat that, before it gets recorded at Utah County," Chris Johnson, the billing official who presented the item, told the council. He said staff surveyed surrounding jurisdictions and found most do not require the planner’s signature; the city engineer is the most common signatory. Council members said removing the signature requirement would align with local practice and speed approvals where the planner position is vacant.
Council directed staff to bring the ordinance back for a vote in two weeks and to work with staff to ratify a small backlog of plats in the interim so that pending applications do not stall approvals. The mayor and staff emphasized clearing the backlog as an operational priority.
